CAEP Annual Reporting Measures

The following list of Annual Accountability Measures, which are required by CAEP, illustrate educator preparation and effectiveness to impact PK-12 student learning.

Measure 1: Completer impact and effectiveness

The Teacher Education utilizes PVAAS data to measure completer impact and effectiveness.

Value-Added Data for Pennsylvania Educator Preparation Programs Since 2006, Pennsylvania educators and administrators have received measures of academic growth based on state-assessed content areas.

Available through the Pennsylvania Value-Added Assessment System (PVAAS), these measures focus on the change in achievement from one year to the next for a group of students linked to a specific district, school, or teacher.

They also provide valuable feedback on student learning, curriculum, assessment, and instruction. Teacher-specific growth measures are available for PSSA Mathematics and English Language Arts (ELA) in grades 4–8, PSSA Science in grades 4 and 8, and the Keystone content areas of Algebra I, Biology, and Literature.

These measures use student-teacher linkages verified by teachers and their administrators.

Through a collaboration between the Pennsylvania Department of Education and PVAAS-provider EVAAS, educator preparation programs (EPPs) across the commonwealth can review aggregated teacher-specific growth measures based on their programs’ recent completers.

Measure 2: Satisfaction of employers and stakeholder involvement

Stakeholder input is sought through a variety of avenues depending on the issue, initiative, or procedure. Each initiative designed to improve student and program success is developed in unison with the interested stakeholders. As a unit, there are a variety of monthly meetings that involve stakeholder input: TEC, Dean's Council, AEPP Contributors, Coordinated Council, etc.

During our 2022 self-study, the Teacher Education Unit (TEU) at East Stroudsburg University recognized that its completer and employer satisfaction survey was not yielding a great deal of feedback and sought to rework the survey and its administration. Additionally, the TEU created an Advanced Programs Phase-In Plan for Standard 4 to address the concern that existing surveys had been sent to current students in their internships, not to completers.

The TEU plans to design and administer completer and employer satisfaction surveys and/or focus groups during 2024-2025 academic year for initial and advanced programs.

Measure 3: Candidate competency at program completion

The Teacher Education Unit has multiple measures of candidate competency at program completion including:

  1. Pennsylvania Statewide Evaluation Form for Student Professional Knowledge and Practice (PDE 430)
    The PDE 430 is the summative evaluation that is completed by the university supervisor for each quarter of student teaching.

  2. Certification Tests
    Please note that the Pennsylvania Department of Education (PDE) determines pass rates for certification tests using a sliding scale based on each candidate’s final Grade Point Average (GPA). Title II (national) pass rates do not use a sliding scale based on GPA. As such, PDE pass rates represent a more accurate reflection of candidate competency and program quality.

  3. Beginning Educator Outcomes (BEOs)
    East Stroudsburg University’s (ESU) Teacher Education Unit (TEU) has identified a number of competencies that candidates will master as they progress through their respective programs. These competencies or Beginning Educator Outcomes (BEOs) are directly aligned with the TEU’s mission, vision and unit-wide assessments. As such, the BEOs are designed to develop beginning educators who are creative, knowledgeable, and reflective by providing evidence-based practices and diverse, authentic field experiences that continually improve teaching, learning and leading.

Two unit-wide assessments are used to demonstrate competency in these areas

  1. Pennsylvania Teacher Candidate Effectiveness Assessment (PATCEA)
    The PATCEA is aligned with the Pennsylvania Teacher Effectiveness Assessment (PATEA). The PATEA is the evaluation instrument that is used to evaluate practicing teachers in the Commonwealth. The PATCEA is based on Danielson’s Classroom Observation and Practice and is designed to measure the candidate’s teaching effectiveness using multiple measures across multiple points of program progression. As such, the PATCEA, Classroom Observation and Practice assessment is scaffolded and administered by all programs at specific points along the curricular continuum. This assessment is designed to be used as both a formative and summative assessment; thereby, providing candidates numerous opportunities for feedback and reflection at specific points with their program and throughout their programs at large.

  2. Professional Dispositions & Pennsylvania Code of Professional Practice and Conduct (Dispositions) Assessment
    Understanding the impact that professional dispositions have on instructional effectiveness, ESU’s TEU evaluates the dispositions of its candidates at multiple points throughout all programs. These evaluations consist of self-assessments, faculty-assessments and host teacher assessments. As such, the dispositions of each candidate is assessed at multiple points of program progression and through multiple lenses.

For advanced programs, the Teacher Education Unit demonstrates competency through certification exams.

Measure 4: Ability of Completers to be hired in education positions for which they have been prepared

The Teacher Education utilizes employment data to demonstrate the completers ability to be hired in education positions for which they have been prepared.

The Teacher Information Management System (TIMS) is Pennsylvania’s online certification system. ESU’s Teacher Education Unit (TEU) has access to the TIMS Professional Record Report, which provides details about the number and content of certificates verified by East Stroudsburg University. Additionally, this report includes information about the district where the certificate holder is employed.
